 （ 2008 年版）的通知 商资服字 [2008]530 号 各省、自治区、直辖市、计划单列市、新疆生产建设兵团商务主管部门、各国家级经济技术开发区，厦门海沧台商投资区、上海金桥出口加工区、海南洋浦保税港区、宁波大榭开发区、苏州工业园区： 2008 年以来，商务部为深入贯彻国务院关于行政审批改革的精神，加大了外商投资企业设立及变更事项审批权限的下放力度。为简化和规范全国商务主管部门行政许可，加强政务公开，根据现行有关法规规定和实践操作，我司编制了《外商投资准入管理指引手册》（ 2008 年版征求意见稿），对外商投资股份公司、商业等部分服务业外资准入行政许可的审批部门、申报程序、申报材料、审批时限等进行分类介绍。在全国外商投资审批业务培训暨座谈会上征求了与会人员的意见，对征求意见稿进行了修改，同时增补了了工商部门的有关规定和解释，供大家在工作中参考。 各级审批部门要严格按照国家有关法律法规的规定和相关政策要求，不断提高依法行政能力，更好的为企业服务。今后我司将不定期更新《外商投资准入管理指引手册》，请各级商务主管部门把在实际工作中遇到的问题和建议及时反馈我部。 商务部外资司 二〇〇八年十二月十八日 |
